Deputy Garrison Commander Lieutenant Colonel Robert A. Behrman, Ph.D.

Lieutenant Colonel Robert A. Behrman is a U.S. Army Strategic Plans and Policy officer (Functional Area 59). He is the Deputy Commander of U.S. Army Garrison Fort Buchanan, Puerto Rico. He previously served as the Chief of the Conflict Branch, U.S. Indo-Pacific Command J35; as a strategic planner in the War Plans Division of the Army Staff; and member of the Chief of the Army Reserve’s Strategic Initiatives Division. His operational experience includes assignments as a planner in the 9th Mission Support Command G35, a Civil Affairs Company Commander, a Civil Affairs Team Leader, and a Civil Affairs Battalion S2. Rob deployed twice to Iraq with the 401st Civil Affairs Battalion as a Civil Affairs Team Leader.

Rob enlisted in the Army in August 2001 as a US Army counterintelligence agent. He commissioned in 2004 from the University of Pittsburgh ROTC. He spent the first ten years of his military career as a drilling reservist while he pursued his graduate studies as a civilian. Rob entered the Active Guard and Reserve program in 2011 to serve as a full-time Army strategist.

Rob has a Ph.D. in Engineering and Public Policy from Carnegie Mellon University. He also earned both a Masters of Military Art and Science and a Masters of Arts in Military Operations from the U.S. Army Command and General Staff College. He was an Art of War Scholar at the Command and General Staff Officer’s Course and is a graduate of the U.S. Army School of Advanced Military Studies. He also holds a certificate in Great Power Competition from the Naval Postgraduate School.

Rob is married to Erin Behrman. He has 3 kids and 2 dogs. His children are Victor (9), Genevieve (7), and Jessica (2). They live in Pittsburgh, Pennsylvania, where Erin works as an Executive Assistant for the National Energy Technology Laboratory in the Department of Energy. Rob’s hobbies include hanging with the family, playing games (both board and video), working out, 3D printing, skateboarding, and working on some research projects.

Rob serves on the board of the Army Strategist Association.​​​​
